The refrain for this meeting was similar to those that came before. The Commission continues to keep its focus on the development of the RVAPB rulebook.
We started with several updates.
1. A new RVAPB 1-pager – Until we have our branding, this will serve as a way to introduce PB to the community.
2. The Budgeting season is starting in Richmond and we noted some important dates. March 6th – Mayor announces budget, March 27 there is a public meeting
3. Matthew updated everyone about a conversation he had with PBDurham
4. The commission is completing a survey to support the Communications Plan
Next we focused on wrapping up conversations about the budget. If we follow a one year on, one year off, the operating budget should be around $350,000 to do a year long PB process, with the need for $200,000 in a year where we are evaluating and implementing projects.
The Commission also continued to wrestle with how the $3million would be distributed around the city. The primary question was how to achieve our equity goals, but also not complicate the process. Also, they also shared on ideas for splitting the funds between city wide versus district focused projects. A major focus is defining what each of these terms means for different people.
They also began to talk about deeply reviewing the PBprocess. Matthew created a worksheet which the Commission will use to think through these details. They recognized that some of the questions that are coming forward were spelled out in the ordinance that created the commission.
At the next meeting on 3/15, the Commission will focus its attention on reviewing the results of the PBprocess worksheet and make some crucial decisions about how RVAPB will take place.
The Richmond People's Budget Steering Commission met on November 6th as we work to wrap up the Ideal Collection Phase and plan for Proposal Development.
